Cygwin 64bit is a suite of programs that create a Linux-like environment for Windows. Cygwin is a DLL (cygwin1.dll) that serves as a Linux API layer, offering extensive Linux API capability. The Cygwin distribution includes thousands of open-source packages, including the majority of GNU tools, several BSD tools, an X server, and the entire collection of X applications. If you're a developer, you'll find tools, headers, and libraries for writing Windows console or GUI apps that use large portions of the POSIX API. The utility enables the easy porting of numerous Unix programs without the need for major source code changes. This covers setting and creating the majority of accessible GNU or BSD software, as well as the packages that come with the app distribution. They can be used with any of the provided Unix shells, such as bash, tcsh, or zsh. 

The tool is supposed to work with all current Windows releases. As of January 2016, this includes Windows Vista, Windows Server 2008, and all subsequent versions of Windows through Windows 10 and Windows Server 2016. The tool's 32-bit version runs in the WOW64 32-bit environment on released 64-bit versions of Windows, but the 64-bit version exclusively runs on 64-bit Windows. Keep in mind that the program's capabilities are limited by the underlying operating system. As a result, Cygwin 64-bit will behave and have different limits depending on the version of Windows used. 

Corinna Vinschen is the current project leader. Corinna is a senior Red Hat Engineer. Corinna is in charge of the app library and maintains several packages, including OpenSSH, OpenSSL, and many others. Yaakov Selkowitz is another Red Hat engineer who is working on the Cygwin project for PC. He created the current build and packaging methodology and maintains the vast majority of the packages in the Cygwin distribution. Jon Turney is the creator and maintainer of the app X server and several associated packages.
